The Ministry of Climate and Environment announces important changes to the Act on Maintaining Cleanliness and Order in Municipalities. The planned amendment includes:

  • greater flexibility in calculating waste fees, including the possibility of implementing a PAYT (pay-as-you-throw) system – meaning “pay for what you throw away”,
  • better use of existing data (e.g. from water and sewage systems) without the need to create new registries,
  • composting discounts, including in multi-family housing,
  • expansion of Civic Recycling Centers (PSZOKs) and promotion of source-separated collection,
  • and fairer recycling settlement rules, including through a deposit return system and the planned EPR (Extended Producer Responsibility).
